GEOGRAPHIC INFORMATION SYSTEM PROGRAMMER ANALYST

West Virginia Department of Economic Development, Office of Broadband

State Capitol Complex, Charleston, West Virginia

At the full-performance level, perform technical work in geographic information systems (GIS), data, processes, applications, and programming, related to the broadband development initiatives of the West Virginia Department of Economic Development, Office of Broadband. Under general supervision, the position will assist state, local and regional entities, and other stakeholders, in managing, analyzing, and coordinating GIS and tabular data related to complex broadband programs and projects. The successful applicant will be responsible for managing their role and responsibilities with ArcGIS Online, ArcGIS Pro, Google, and Microsoft. This position will require technical GIS understanding with a strong emphasis in data management to successfully support the initiatives of the Department.

Examples of Work

  • Perform analysis, data creation, and management, for GIS and tabular data related to broadband infrastructure.
  • Develop data management systems, applications, and maps for broadband availability, adoption, and demographic data.
  • Develop and implement workflows and processes to streamline deliverables.
  • Plan, coordinate, and execute GIS projects of variably scope and size.
  • Design and develop applications in ArcGIS Online.
  • Develop ESRI tools, applications, geodatabases, and other similar deliverables using ArcGIS Pro, ArcGIS Online, to support program initiatives and projects.
  • On a monthly basis, analyze speed test data.
  • Create deliverables for state and federal agency partners and other stakeholders
  • Manage service contracts with vendors.
  • Prepare maps for presentations and reports.
  • Communicate effectively with project teams through onsite and online meetings.
  • Respond to constituent inquiries on broadband availability.
  • Follow established organizational practices to achieve excellent results; develop new approaches in consultation with team as needed.

Knowledge, Skills and Abilities

  • ESRI ArcGIS Pro and ArcGIS Online Experience
  • Knowledge of automation workflows such as Python, Modelbuilder, or FME
  • Ability to configure applications available on ArcGIS Online
  • Ability to develop PDF maps, spreadsheets, presentations, and reports to convey technical information
  • Excellent data management skills
  • Knowledge of basic project development strategies.
  • Knowledge of data management best practices
  • Ability to interpret data and concepts through a variety of agencies and platforms.
  • Ability to work effectively with local, regional, and state officials and local leaders to identify broadband development needs and strategies.
  • Ability to manage multiple projects, maintain accurate records and meet deadlines.
  • Ability to work independently and as part of a team.

Minimum Qualifications

Training: Bachelor’s degree or technical certificate from an accredited institution in GIS, Computer Science, Environmental Science, Geography, or program that requires enrollment in GIS courses.

Experience: Minimum 6 hours of GIS curriculum from an accredited institution.

Job Type: Full-time

Pay: $40,000.00 – $45,000.00 per year
