The Thurston County Assessor’s Office is looking for a new team member who delights in the details, while being community, goal, and solution focused, for the position of
GIS Analyst III.

For the GIS Analyst in the Assessor’s office, no two days are quite the same; however, at the end of everyday you’ll know you’ve served your community in a meaningful way while working with a helpful, professional, and positive team of co-workers.

Essential functions may include, but are not limited to, the following:

  • GIS Analyst III are assigned the highest, most complex demanding clients/users and work independently with only occasional progress checks.
  • Plans, organizes and manages the technical installation, maintenance, enhancement and operation of computer software or system hardware for GIS business systems, potentially of a large or complex nature.
  • Incumbents work as professional, technical experts providing leadership, guidance, support and direction on projects ranging from single applications to multiple department deployments and Countywide.
  • Incumbents provide expertise in data capture, use and analysis; QA/QC of spatial and non-spatial data; integration of spatial analysis tools into department’s business applications; analysis of workflow and daily business of spatial data; analysis and recommendations of optimal data structure.
  • Provide time and cost estimates; and determine appropriate hardware, software, and network specifications.
  • Understands the business environment and requirements from the perspective of a businessperson and is conversant in the customer’s business language. Serves as a technical mentor and coach to others.

QUALIFICATIONS:

  • Bachelor’s degree in computer science, management information, engineering, geography, or related field. Additional experience, which demonstrates progressive increasing responsibilities, may substitute for education on a year for year basis.
  • Three years of experience with GIS mapping related field work or applied use of GIS technology responsibility. Experience must include a demonstrated knowledge in one or more of the following to successfully perform the essential job functions of the position:
    • Thorough knowledge of hardware including personal computers, network servers.
    • Communication devices, printers, plotters, etc.
    • Thorough knowledge of software including network and desktop operating systems, office automation, programming languages, database products.
    • Thorough knowledge of system and network security.
  • Current Washington State Driver’s License or have requested and obtained an appropriate accommodation.

DESIRED SKILLS:

As an integral member of the Assessor’s team, it is extremely important that the right candidate not only be a technical expert, but able to communicate details about your work to the rest of the team in an inclusive manner. You should be enthusiastic about your projects and ready to offer innovative and solution focused ideas to the office. The ideal candidate for this position will have excellent internal customer service skills as they work closely with the Property Administration and Appraisal Divisions in the Assessor’s office as well as other County offices and departments, and external agencies on behalf of the Assessor.

  • Spatial statistics
  • Land records management and legal descriptions
  • ESRI parcel fabric
  • ArcGIS Online, Portal, Web AppBuilder or Experience Builder, Spatial Analyst Extension, Geostatistical Analyst Extension
  • SQL, Python, Javascript, Microsoft Power BI
  • Agile and/or waterfall project management
