Job Description :

The Kodiak Area Native Association (KANA) has been providing exceptional patient and family focused health care and social services to the people of Kodiak Island since 1966. KANA’s patient-centered medical home model incorporates Behavioral Health, Dental, and Pharmacy services within the primary care setting to facilitate an advanced support system that ensures our patients’ needs are met. KANA also offers Child Services and Youth Prevention programs; Women, Infant and Children (WIC); Vocational Rehabilitation; Employment and Training services; Early Childhood and Infant Learning, and a full service fitness center to support the whole person.

KANA’s Vocational Rehabilitation Counselor provides a full range of vocational rehabilitation services to eligible Alaska Native/Native Americans with disabilities to achieve successful employment outcomes.

Essential Duties and Responsibilities
The following duties are not intended to serve as a comprehensive list of all duties performed by this position. Other duties as assigned.

  • Support the organization’s mission and goals, quality standards, and patient-centered medical home philosophy.   • Assist eligible Tribal citizens with disabilities in obtaining and/or retaining employment by identifying the unique strengths, resources, priorities, concerns, abilities, interests and informed choices of all clients and base services on these attributes.

  • Determine need for additional assessments needed to determining eligibility, to determine the nature, scope, and severity of individual’s barrier/s.

  • Gather, review, and analyze client medical, psychological, behavioral health, and diagnostic evaluations, as well as consult with other professionals to assess clients’ abilities, needs, functional and vocational capacities, and eligibility for services.

  • Provide culturally relevant counseling and guidance to individuals that are aimed at eliminating barriers or making them more tolerable through support services, and referrals that explore options to overcome and address these impediments that result in a successful employment outcome.

  • Provide case management to help clients gain access and connect to the care they require for their condition, plan and coordinate care, make referrals, and that result in removal or reduction in barriers.

  • Develop an Individual Plan for Employment (IPE) with clients that outlines the steps necessary for them to achieve a successful employment goal based on the strengths, interests, abilities, and informed choice.

  • Evaluate client progress and make modifications to the rehabilitation plan when necessary.

  • Develop and maintain ongoing working relationships with employers, public and private agencies that may have the ability to provide services to individuals with disabilities.

  • Work with local employers, through signed ROI, to advocate for reasonable employment accommodations.

  • Participates in various committees both internal and external to the organization as deemed necessary and appropriate to the position and job scope.

  • Participate in internal evaluation measures included case reviews, program improvement.

  • Manage budgets and direct case service allocations, authorizing expenditures and payments.

  • Understands and abides by principles of counseling ethics in working with individuals with disabilities and code of ethics for rehabilitation counselors.

  • Maintains client file and data entry as outlined in procedure manual, including all contacts, case notes, and expenditures, and follows all state and federal regulations.

  • Travels to villages to provide direct vocational rehabilitation and outreach services to eligible Consumers and the community in the surrounding villages on Kodiak Island.

  • Clerical duties include but are not limited to: arranging travel, client correspondence, scheduling appointments, and collecting information on cost of services.

  • Attend training as recommended by supervisor in order to obtain and maintain the core competencies of a Vocational Rehabilitation Counselor and as part of the KANA Employment & Training Team.

  • Works cooperatively with in the KANA Employment & Training Team including case management, cross training, and joint case reviews.

  • Assist with planning employment workshops and events with the KANA Employment & Training Team.

Supervisory Responsibilities

This job has no supervisory responsibilities.

Minimum high school diploma or equivalent; Associate degree in applicable field preferred. Minimum two (2) years experience in a related field; experience in rehabilitation counseling preferred. General vocational rehabilitation knowledge; understands the beliefs of individuals with disabilities and their American Indian / Alaska Native upbringing. To perform this job successfully, an individual should have knowledge of Internet software; Spreadsheet software and Word Processing software. Ability to fly to remote communities in small plane.
