Position Summary & Duties Responsible

POSITION SUMMARY

Zoning and Land Use Inspector Lead will interpret and enforce all adopted Zoning Ordinances and land use regulations of the County. Review development plans, conduct field investigations, and field surveys. Work directly with the public and other departments to obtain compliance with County land use regulations.

DUTIES AND RESPONSIBILITIES

  • Represent or liaison to public hearings including the board of county commissioners and the county planning commission.
  • Assist in developing inspection processes to include proper record creation for metropolitan and district court.
  • Serve as staff lead in projects as required including but not limited to code amendments, research projects and directives from County Management.
  • Assist with interpretation of zoning, design overlay, standards, special use permit inspections and enforcement.
  • Assist the Zoning Manager by coordinating, training, and directing the work of Zoning and Land Use Inspectors.
  • Provide assistance and answer questions from the permit counter staff regarding zoning related matters.
  • Prepare comments related to adopted land use regulations for County Development Review Authority, conditional and special use permits.
  • Prepare materials for court prosecution. Testify as a complaint witness as required. Prepare case briefs for the Legal Department when a case is being prosecuted in District Court.
  • Perform plan check of commercial and residential projects for compliance with applicable zone codes, including but not limited to: setbacks, land use, landscaping, parking layout, administrative actions, development plans and other land use requirements.
  • Perform field inspections, compile and maintain accurate records of field inspections and work assignments.
  • Investigate possible zoning or land use violations in response to public complaints. Identify and investigate violations observed while in the field. Issue letters of complaints for zoning violations. Issue correction or stop work notices for any construction project that is in violation of the zoning or related code.
  • Conduct special surveys; prepare oral and/or written reports on findings, including comparative statistics.
  • Assist the public with the preparation of various zoning related applications. Coordinate with other departments when necessary to complete applications.
  • Recommend approval/disapproval of proposed platting actions in accordance with applicable zoning and subdivision ordinances, makes recommendations for modifications.
  • Attend official public meetings with other county agencies advising property owners and agents on inquiries concerning lot line adjustments, subdivisions, zone changes and other zoning procedures.
  • Perform other job related duties as required or assigned.

Minimum Qualifications

  • Associate’s Degree in Business Administration or related field, plus five (5) years experience in planning, business administration, zoning code enforcement (residential housing), housing and land use inspections, surveying, real estate appraisal, or as a licensed real estate broker/associate broker, or a closely related field. Any equivalent combination of related education and/or experience may be considered for the above requirements.
  • At least two (2) of those years must be field experience in one or more of the areas described above.
  • Employee must have a valid New Mexico driver’s license by employment date and maintain a valid NM driver’s license while in this position.

SCREENING AND COMPLIANCE

The offer of this Bernalillo County position requires compliance with the following:

  • Employee must successfully complete the post-offer employment medical examination and background investigation.
  • Employee must comply with the safety guidelines of the County.
  • Employee must complete required FEMA training(s) as assigned to position.


WORKING CONDITIONS

  • Works alone primarily, with or without directions. Works with a select team at times.
  • Worker performs duties both indoors (approximately 75%) and outdoors (approximately 25%).
  • Indoor duties are performed in a temperature controlled environment. Workers exposed to natural weather conditions, noise, fumes and traffic hazards while working outdoors.
  • Indoor duties are performed on an even surface, which may be carpeted or tile. Outdoor duties may be performed on an even or uneven surface, which may be wet or dry. Outdoor surfaces may include natural ground, asphalt and concrete.
  • Work hazards, or potential work hazards include inspecting for possible zoning or land use violations.
  • May be exposed to some unpleasant confrontations.

EQUIPMENT, TOOLS AND MATERIALS

  • Telephone, calculator, computer, fax machine, and copy machine are used in performance of essential duties.
  • Various forms of paperwork including money and fees are handled in performance of essential duties.
  • County vehicle is utilized routinely in the performance of essential duties.
